(1) Vendor needs to provide independent technology assessment service to the government authority located in Chicago, IL.• The selected consultant will:– Assess the current platform, including its architecture, source code, documentation, testing and deployment practices, infrastructure, maintainability, access and ownership, and significant technical or operational risks.– Evaluate agency proposed development, including requirements, estimates, assumptions, dependencies, sequencing, milestones, and acceptance criteria, and identify areas requiring additional definition before work is authorized.– Review the broader roadmap, distinguishing among ongoing maintenance, technical remediation, new functionality, and longer–term needs and recommending priorities and sequencing.– Recommend a delivery and ownership model for the platform, considering options such as the current development partner, alternative vendor(s), hybrid or fractional technical leadership, or greater internal ownership.– Recommend appropriate governance for managing scope, budget, access, documentation, development decisions, and oversight of future development work.(2) The contract period will be for one year.
