PMU Procurement Consultant — Sustainable Management of Substances Controlled by the Montreal Protocol

REQUEST FOR EXPRESSION OF INTEREST Recruitment of PMU Procurement Consultant (C3-IC2) The Socialist Republic of Viet Nam has received a grant from the Multilateral Fund for the Implementation of the Montreal Protocol on Substances that Deplete the Ozone Layer, administered by the World Bank (WB) and the United Nations Environment Programme (UNEP), to implement the Sustainable Management of Substances Controlled by the Montreal Protocol Project (SMS-MP) under Department of Climate Change (DCC) and intends to use part of the grant to cover eligible expenses under this Contract. The SMS-MP PMU plans to recruit a national individual consultant to implement the PMU Procurement Consultant Contract (C3-IC2) to support the implementation of the Project with the following requirements: - Relevant university degree in the relevant area of economics, procurement, and finance. - 10 years of working experience as procurement consultant in ODA/international donors funded projects, preferably WB/ADB funded projects. - Good understanding on WB (or MDB) procurement rules and procedures. Understanding of general principles of public procurement and approval procedures under the Viet Nam Law on Public Procurement. - Understanding on procedures and regulations of state government agencies. - Proficient command of English. - Proficient use of office software applications. - Ability to work under pressure, multitask, and meet deadlines. - In good health. The PMU will select consultant through an individual consultant selection process in accordance with the World Bank's procurement regulations.
