REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTANCY SERVICES – SELECTION OF FIRMS) Country: Uzbekistan Project: Improving the Quality and Efficiency of Education Services in the Republic of Uzbekistan Sector: Public Education / Preschools and General Education Schools CONSULTING SERVICES: Technical Supervision Consultant Mode of Financing: IsDB Loan Financing No. UZB1041 The Republic of Uzbekistan, as a Beneficiary, has received financing from the Islamic Development Bank toward the cost of the “ Improving the Quality and Efficiency of Education Services in the Republic of Uzbekistan” Project, and intends to apply part of the proceeds for consulting services. The services include the technical supervision services over the construction of 58 (fifty-eight) modern and inclusive secondary education school buildings in 14 (fourteen) regions of the country according to the Terms of Reference. The Consultant is expected to start the Technical Supervision services in January 2027. The contract duration will be 42 months including the defect liability period (DLP) of 12 months following the completion of construction. Interested Consultants must provide specific information which demonstrates that they are fully qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The shortlisting criteria are: Eligibility Compliance The Consultant must comply with IsDB eligibility rules (Part 1, Chapter 1, Section 1.11). The Consultant must be established or incorporated in the Beneficiary’s country. The Consultant must not be subject to any restrictions, sanctions, or debarment by IsDB or any other major international financing institution. The Consultant must be free from any conflict of interest that could give rise to a competitive advantage. Relevant Experience and Performance General Experience of the Firm The Consultant should have a minimum of 8 years of professional experience in supervision of civil works. The firm should have completed multiple social infrastructure projects, preferably in the education sector. Specific Experience Relevant to the Assignment Experience in similar projects including construction supervision, design review & approval, procurement of goods (school furniture, equipment). Two (2) successfully completed (evidenced by completion certificates or client references) similar contracts for social infrastructure (educational, healthcare, housing) over the past 8 years. Regional/Country Experience Successful implementation of social infrastructure projects, preferably education or similar facilities (educational, healthcare, housing) in Uzbekistan or CIS countries, funded by international financial institutions (such as IsDB, ADB, World Bank, or similar). Key Experts will not be evaluated at the shortlisting stage. The Consultant is requested to disclose in their Expression of Interest if the Consultant, its affiliates, JV members, subconsultants has had prior involvement in the preparation of the Terms of Reference for this assignment, project's designs, BoQs, technical specifications, cost estimates, procurement documents, feasibility studies or other project-related services. The attention of interested Consultants is drawn to 1.12.1 and 1.12.2 paragraphs of Part 01 – Procurement Policy of the Guidelines for the Procurement of Consultancy Services under Islamic Development Bank Project Financing April 2019 (Revised February 2023) (the “Procurement Guidelines ”), setting forth IsDB’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications , but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected . A consultant will be selected in accordance with the Quality- and Cost-Based Selection (QCBS) method set out in the Procurement Guidelines .
