ACCT-26995 - USA (Tallahassee, Florida) - Physical Needs Assessment (PNA) and Energy Audit (EA) Services - Deadline December 9,2026

(1) Vendor needs to provide Physical Needs Assessment (PNA) and Energy Audit (EA) services to the government authority located in Tallahassee, FL. – Conduct comprehensive inspections of all THA properties, including site, building exteriors, building systems, and dwelling units. (NOTE: Please see Attachment A for property details.) – Identify and document all current physical deficiencies requiring immediate or future attention with recommendations for completion. – Estimate the remaining useful life of all major building components.– Provide cost estimates for immediate and future needs.– Develop a 10–year capital needs schedule in compliance with HUD requirements. – Prepare a final written report summarizing findings, cost estimates, and recommendations. – Review existing documentation including building plans, REAC/NSPIRE scores, maintenance records.– Identify all development components.– Conduct site inspections covering the site, building exterior, systems, units, community centers and common areas. – Estimate repair and replacement costs. – Conduct an energy audit of utility use at the property and recommend utility–related improvements to the property cost estimates of the improvements and a simple financial payback for improvements.(2) All the questions must be submitted no later than November 30, 2026.
