(1) Vendor needs to provide affordable housing entitlement and site design services to the government authority located in Boulder, CO.• Conduct a project kickoff meeting with city staff and key stakeholders.• Develop a detailed project management plan, communication plan, and project schedule.• Coordinate and manage all subconsultants and technical disciplines.• Facilitate regular project meetings and maintain meeting summaries, action items, and schedule updates.• Review all available site information, prior studies, surveys, title information, easements, zoning regulations, and utility information.• Conduct site due diligence and identify constraints and opportunities related to land use, utilities, drainage, grading, access, environmental conditions, and modular development feasibility.• Develop a comprehensive entitlement strategy for the project.• Identify all required land use approvals, permits, and regulatory processes.• Coordinate with city departments and external agencies regarding development requirements and review procedures.• Analyze applicable zoning (current and expected in the east subcommunity plan), density, parking, open space, affordable housing, and modular construction regulations.• Prepare conceptual site plan alternatives for evaluation by the city.• Facilitate city review and refinement of preferred site concepts.• Advance the preferred concept into preliminary site and engineering design documents suitable for entitlement review.• Prepare final entitlement and preliminary design packages.• Deliver all project documents, studies, plans, and digital files to the city.(2) A mandatory site–visit will be held on July 22, 2026.(3) All question must be submitted no later than July 27, 2026.(4) A contract period will be for one year.
