(1) Vendor needs to provide making moves program statewide administrator services to the government authority located in New York.• Making Moves Program (MMP) a similar successful two–year pilot initiative led by the state attorney general.• Mobility counselors work closely with tenants in underserved communities to help voucher families access housing options in neighborhoods with low poverty rates, high–performing schools, and other crucial resources that meet their needs.• Using a variety of data, MMP identifies census tracts in these “well–resourced areas” where families will have greater access to opportunities.• Mobility programs offer support through tenant and landlord outreach and education, housing search assistance, and pre– and post–move support services, and a variety of financial incentives and assistance.• The MMP Administrator’s duties include disbursing federal funds to the local mobility programs, tracking spending, establishing policies and procedures statewide, setting goals for each local program, documenting outcomes, approving financial incentives, and providing access to technical assistance and national best practices(2) All questions must be submitted no later than August 17, 2026
