(1) Vendor needs to provide accessible and autonomous mobility services to the government authority located in Detroit, MI. – Provide a phased accessible and autonomous mobility service. – Launch an interim manually operated service, transition to a hybrid manual–plus–AV model, and scale toward majority autonomous service over the contract term.• Interim manually operated service:– Manually operated service means accessible, on–demand passenger transportation provided using the vehicles, operated by a trained human driver (i.e., not in autonomous mode).– Deploy a minimum of three manual vehicles to serve eligible riders (seniors 62+, residents with disabilities, veterans, and survivors of gun violence), subject to the rider–verification approach utilized by a separate contractor.– Provide centralized dispatch and booking.• Hybrid deployment (Manual + AV):– Deploy a minimum of one autonomous vehicle integrated into the same dispatch and booking system.– Operate a unified fleet–management system capable of dynamic trip assignment across manual and autonomous vehicles.– Maintain an integrated booking experience and consistent customer experience across manual and autonomous service types.• AV service expansion:– Provide a minimum of two autonomous shuttles meeting the automated vehicle. – Deliver HD mapping, validation testing, and all regulatory approvals required to operate autonomously in the service area.– Implement ongoing performance optimization and cost–compression strategies.(2) All the questions must be submitted no later than September 2, 2026.
