DRA-11552 - USA (Placerville, California) - Classification and Compensation Survey Services - Deadline September 29,2026

(1) Vendor needs to provide classification and compensation survey services to the government authority located in Placerville, CA.• Review background materials, including existing class specifications, organization charts, position control records, budget documents, current salary schedules and benefit summaries, applicable MOUs, personnel rules, and any prior classification/compensation studies.• Develop and present to the district, for its review and concurrence, proposed criteria for selection of comparator (benchmark) agencies, considering organizational type and structure, population/customers served, staffing levels and operating budget, scope and level of services provided, and labour market/geographic proximity.• Conduct job analysis through PDQ review supplemented by individual and/or group job audits or interviews, organized by classification series and department, sufficient to accurately capture current duties, responsibilities, supervisory relationships, and required qualifications.• Review and update (or develop, where none exists) class specifications for all approximately 110 classifications, including distinguishing characteristics, essential and marginal functions, minimum qualifications, knowledge/skills/abilities, licensing and certification requirements, and physical/working–condition requirements, in a format compliant with the Americans with Disabilities Act (ADA).• Develop or refine job families, classification series, and career ladders, and recommend allocation of each existing position to an appropriate classification.• Establish internal alignment/equity relationships among classifications, identifying and documenting the basis for recommended internal relationships (e.g., point–factor, whole job, or other defensible methodology proposed by consultant).(2) All the questions must be submitted no later than September 15, 2026.
