(1) Vendor needs to provide substance use disorder assessor and clinician services to the government authority located in CO. – Comprehensive approach to establishing hybrid and on–site Substance Use Disorder (SUD) assessment and clinical treatment services across the agency network. – The project introduces dedicated assessor roles and embedded facility clinicians designed to ensure equitable access to care, manage specialized workloads like substance–induced psychosis, and significantly lower the outstanding assessment backlog.– Establish hybrid and on–site Substance Use Disorder (SUD) assessment and clinical treatment services across the agency network.• Statewide virtual and in–person assessor positions:– Two statewide assessor positions to provide timely SUD assessments to incarcerated individuals across agency facilities.– These assessors will utilize a hybrid model of telehealth–based assessments with periodic on–site services to secure equitable access to clinical and reassessment services statewide.• Two dedicated SUD clinicians:– Clinicians will provide outpatient–based SUD groups and individual sessions to approximately 85 incarcerated individuals who possess a SUD treatment recommendation.– Group sessions will utilize a specialized curriculum provided by the SUD program and will run on a daily basis.• One SUD clinician:– This role will support a dedicated 16–bed unit housed within the Residential Treatment Program (RTP), specifically serving individuals struggling with substance –induced psychosis.– The clinician will operate with a larger, integrated RTP team addressing joint mental health and substance use concerns.(2) All the questions must be submitted no later than August 17, 2026.
