GIS-2002 - USA (Woodland, California) - High Resolution Aerial Imagery and LiDAR Service - Deadline September 3,2026

(1) Vendor needs to provide high resolution aerial imagery and LiDAR service to the government authority located in Woodland, CA.– Provide specialized services to capture and prepare: Light Detection and Ranging (LiDAR); aerial photography and ortho photogrammetry; digital elevation models (DEM); and topographic mapping.– Topographic mapping, preparation of Digital Elevation Models (DEM) and Digital Terrain Models (DTM), gathering of color aerial photography and orthophotographs since 1998. LiDAR data acquisition and analyses were also performed in 2006, 2010, 2011, 2017, and 2019.– Technical Specifications:a. LiDAR data and derived products shall be produced in compliance with the U.S. agency Lidar Base Specification, LBS 2025 Revision A.b. Contractor shall recover existing field survey control monuments used in the 2011, 2017, and 2019 surveys and verify stability.c. Contractor shall collect independent ground–truth checkpoints in multiple, spatially dispersed locations to support vertical accuracy validation consistent with agency 2024 standards.d. LiDAR and aerial imagery shall be acquired simultaneously or within 48 hours to ensure dataset temporal consistency.e. Orthophotos and LiDAR tiles shall be generated using the same tiling scheme and naming convention used in the County’s 2011, 2017, and 2019 surveys to ensure compatibility with historical datasets.f. Aerial imagery shall include four spectral bands (RGB + Near Infrared).– To minimize shadows in imagery, flights shall be conducted when the sun angle is near maximum (i.e., solar noon) and when cloud shadows do not obscure ground features.(2) The contract period will be for one year.(3) All the questions must be submitted no later than August 20, 2026.
