(1) Vendor needs to provide mass care asset assessment and improvement plan system to the government authority located in Lane, OR. – Professional consultant to assess existing mass care assets and develop a comprehensive mass care improvement plan.– The project will identify and inventory existing mass care assets, assess hazard risks and potential impacts to mass care operations, and evaluate capacity, capability, and resource gaps of existing assets.– Analysis, the county seeks an improvement plan that will prioritize mitigation actions for mass care assets and highlight operational improvements between entities that operate mass care systems.– Steering committee, partner outreach, and presentations to leadership• Mass care asset inventory• Hazard risk and impact assessment• Capacity, capability, and resource gap evaluation• Advise on development of tabletop exercise addressing mass care operations• Develop priority mitigation actions(2) A non–mandatory pre–bid meeting will be held on November 13, 2026
