REQUEST FOR EXPRESSIONS OF INTEREST CONSULTANT’S QUALIFICATIONS BASED SELECTION (CQS) Name of Project “Innovative Social Protection System for Inclusion of Vulnerable Populations” (INSON) Implementation Agency: National Agency for Social Protection (NASP) under the President of the Republic of Uzbekistan Loan No/Credit No/ Grant Number Credit No. 7555-UZ / Grant Agreement No. TF0C4589-UZ Assignment Title “Provision of Consulting Services for the Development, Implementation, Capacity Building, and Performance Evaluation of a Quality Management System in Compliance with ISO 9001:2015” Procurement Plan Ref erence Number UZ-INSON-CS-CQS-2.1.3.3. Country Republic of Uzbekistan The Republic of Uzbekistan has received financing from the World Bank toward the cost of the “Innovative Social Protection System for Inclusion of Vulnerable People” (INSON) project and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include support to the National Agency for Social Protection (NASP) in the development, implementation, capacity building, and performance evaluation of a Quality Management System (QMS) in compliance with ISO 9001:2015, including preparation of NASP for external ISO 9001:2015 certification. The Consultant shall not act as the external certification body; certification shall be conducted by an independent accredited certification body selected separately. The assignment will focus on priority management and service delivery processes (including, but not limited to, intake and referral, service planning, case management, complaints/feedback, and document control) at the NASP central office, selected regional departments (including Surkhandarya Region and Tashkent City NASP departments), and the “Inson” Social Service Centers of Denov and Yunusabad districts. The assignment includes, but is not limited to, assessment and gap analysis against ISO 9001:2015 requirements, development of the QMS structure and documentation, process standardization, capacity building and training (including general awareness, practical training for process owners, and internal auditor training), implementation support, internal audit and certification preparation, and monitoring and continuous improvement. The duration of the assignment is up to 12 months from the date of contract signing, including up to 9 months for QMS development and implementation and up to 3 months for support during the certification audit. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The attention of interested Consultants is drawn to paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers (September 2023) (“the Regulations”), setting forth the World Bank’s policy on conflict of interest. The best qualified firm will be selected in accordance with the Consultant’s Qualifications Based Selection (CQS) method set out in the Regulations and based on the following criteria: At least 4 years of proven experience in the development and implementation of Quality Management Systems in compliance with ISO 9001:2015; Proven successful experience in supporting organizations through ISO 9001 certification; Strong expertise in process analysis, standardization, and organizational development; Availability of qualified key experts, including a Project Manager/Lead Expert, QMS Implementation Expert(s), and an Internal Audit Expert holding a Lead Auditor ISO 9001 certificate or equivalent; Proven experience in conducting trainings and capacity-building activities; Experience working with public institutions or social service providers shall be an advantage; Proven successful experience in implementing similar projects on QMS development, implementation, and preparation for certification in compliance with ISO 9001:2015 (at least 7 projects), preferably including public or quasi-public organizations; Fluency in Uzbek and Russian (firm/team level).
