DRA-11267 - USA (Stone Mountain, Georgia) - K-12 Community Engagement Facilitation and Data Analysis Service - Deadline August 27,2026

(1) Vendor needs to provide K–12 community engagement facilitation and data analysis service to the government authority located in Stone Mountain, GA. – Plan and lead engagement efforts to address systemic challenges of overcrowding, under–enrollment, and program placement, ensuring that every voice, particularly underrepresented voices, has an opportunity to be heard. – Operate as a neutral, third–party with no organizational ties that could affect community confidence in the process. – Facilitate in–person Community Advisory Team (CAT) meetings including 50–70 stakeholders in an impartial manner across a minimum of six (6) school clusters per phase, simultaneously across multiple sessions.– Provide a minimum of two trained facilitators to moderate and collect feedback per cluster meeting, with the capacity to scale staffing based on concurrent cluster sessions, to ensure effective management and engagement of all participants.– Convene community advisory teams per cluster, as determined in coordination with the agency, over the 12–month project period. – Manage both large–group and small–group discussions within each meeting to maximize participation and ensure all voices are heard.– Maintain strict neutrality throughout the facilitation process, ensuring that no predetermined outcomes or agency preferences are introduced or implied during community meetings.– Address conflict management and de–escalation during meetings, employing professional techniques to navigate disagreements and maintain a productive, respectful environment.– Utilize facilitation methods that provide equitable access and opportunity for participation by all stakeholders, ensuring the process is informed by community input.– Collect stakeholder feedback at every meeting through structured and open–ended methods, ensuring that all documented input accurately reflects the community’s expressed priorities and concerns.– Lead stakeholders in co–constructing recommendations that reflect the unique needs of each community, specifically related to attendance boundaries, school capacity, and program access.– Collect, analyze, and synthesize stakeholder feedback systematically at each community advisory team meeting using appropriate qualitative and quantitative methods, identifying themes, points of consensus, areas of disagreement, and access and opportunity implications.(2) All the questions must be submitted no later than August 17, 2026. (3) The contract period will be for year year. (4) Optional virtual pre–bid meeting will be held on August 13, 2026.
