(1) Vendor needs to provide third party evaluation services to the government authority located in Denver, CO.• Assessment of the effectiveness, efficiency, and quality of services provided to the Judicial independent agencies• Assessment of effectiveness in fulfilling its intended administrative support functions;• Evaluation of operational structure, processes, and service delivery;• Identification of strengths, risks, and performance gaps• Identification of service gaps, duplication of effort, and opportunities to improve alignment and efficiency.• Independent assessment of the performance of Executive Director;• Alignment with statutory responsibilities, leadership expectations, and organizational outcomes;• Findings suitable for use by the Advisory Board in fulfilling its oversight role• Evaluation of whether centralized administrative services:• Identification of meaningful indicators of value despite external constraints.• Recommendations for legislative clarification, structural improvements, and policy alignment.(2) All questions must be submitted no later than August 24, 2026
