Vendor needs to provide proposal manager and writer consultant services to the government authority located in Virginia.– Consultant will support the development of strategic proposals for public, private, and foundation donors and may serve as proposal manager, lead writer, or both, depending on the needs of individual opportunities– Support proposal design processes, including development of theories of change, results frameworks, logframes, and– implementation approaches. Draft, edit, and finalize technical proposal narratives and supporting documentation. – Synthesize inputs from multiple contributors into clear, compelling, and cohesive proposal content. Ensure consistency across technical, operational, staffing, and budget narratives.– Incorporate feedback from proposal reviews and donor communications into revised drafts.– Proposal management resources and plans (calendars, tracking tools, meeting and design sessions)– Proposal design documents, including results frameworks, logframes, theories of change, or other strategic planning tools. – Written feedback and recommendations on proposal concepts, designs, and draft submissions.
