Description

The Mississippi State Department of Health (MSDH) is soliciting applications from qualified organizations to enhance, expand, and support an existing Emergency Department–based Medication for Opioid Use Disorder (ED-MOUD) program within a Mississippi academic medical center. The selected Subgrantee will support the initiation of MOUD in the emergency department, strengthen referral and linkage processes to specialty psychiatry and other appropriate providers for continued treatment and care, and expand an existing Emergency Department–based Overdose Education and Naloxone Distribution (OEND) program. Activities will also include an outcomes-focused analysis component to assess program implementation and effectiveness, including patient engagement and linkage to care, overdose trends, naloxone distribution and utilization, and other applicable program outcomes and performance measures. Findings will be used to support continuous quality improvement, inform program implementation, and demonstrate progress toward applicable OD2A-S objectives. All activities shall be implemented in alignment with the Centers for Disease Control and Prevention (CDC) Overdose Data to Action in States (OD2A-S) Cooperative Agreement, Federal Award Identification Number (FAIN) NU17CE010201, applicable CDC guidance and performance requirements, and MSDH programmatic, evaluation, financial, monitoring, and reporting requirements. The anticipated Period of Performance for the resulting Subgrant Agreement is September 1, 2026, through August 31, 2028, which corresponds with the remaining project period of CDC Cooperative Agreement NU17CE010201. Funding under the Subgrant Agreement will be authorized one federal budget period at a time and is contingent upon receipt of applicable CDC Notices of Award (NOAs), availability of federal funds, satisfactory Subgrantee performance, continued programmatic need, and written authorization from MSDH. Funding authorized for the federal budget period September 1, 2026, through August 31, 2027, applies to that budget period only and does not guarantee funding for the subsequent budget period. Continuation of the Subgrant Agreement for September 1, 2027, through August 31, 2028, is contingent upon receipt of the applicable CDC NOA and continued availability of federal funds. If continuation funding is authorized, the amount available for the subsequent budget period may be greater than, less than, or equal to the amount authorized for the preceding budget period.
