(1) Vendor needs to provide digital media campaign consultant services.– The campaign should use targeted and culturally responsive digital marketing, with an emphasis on short–form video, social media engagement, and audience specific messaging.– Work may be performed remotely, with in–person activities as needed to support campaign implementation, including video production, photography, interviews, and engagement with participating coffee shops, community partners, and other campaign participants.– Manage campaign strategy, creative development, implementation, partnerships, media.– Develop audience–specific messaging and engagement strategies.– Develop or refine a campaign message, creative direction, and overall campaign identity that encourages and normalizes reusable cup use.– Develop campaign materials in English, Spanish, and Simplified Chinese, as appropriate to the recommended strategy and target audiences.– Create short–form video content and digital advertisements for platforms such as Instagram, TikTok, YouTube Shorts, and other platforms identified through the campaign strategy.– Develop social media content, graphics, illustrations, animation, photography, and othercreative materials as appropriate. –Develop and manage a targeted paid media strategy based on audience research, campaign goals, available performance data, and lessons learned from previous campaigns.– The consultant may be responsible for recommending website content, updates, improvements, and campaign–related functionality necessary to support the objectives of the 2027 campaign.– Any website content, creative assets, campaign materials, or other updates developed by the consultant shall be provided to the Cities in appropriate formats for implementation and future use.(2) All the questions must be submitted no later than November 16, 2026.
