Description
Skagit Transit intends to award a master task order agreement (Contract) to the most qualified professional Architectural and Engineering firm(s) capable of providing on-call multi-discipline engineering services for various projects associated with Skagit Transit facilities in Skagit County, Washington. Professional services to be provided by the selected Consultant(s) under the Contract may include, but are not limited to, the following categories for tasks and activities: · Civil/Site Improvement Designs (i.e. bus stop/shelter design, surveys, inventory and ADA improvements, agency specific standards/guidelines); · Transportation Planning (Service planning, transit studies, and zero emissions transition planning); · Planning, feasibility studies, facility assessments, condition assessments, and facilities ADA surveys/improvements; · Conceptual through final design (permitting, bidding support, construction administration, commissioning support, and grant-related technical services); · Support for capital planning documents such as facility master plans, transportation studies, transit development planning, and long-range capital improvement planning; · Asset management, lifecycle planning; · Franchise coordination and right-of-way coordination; · Mechanical Design and coordination (i.e. plumbing, HVAC, utilities); · Electrical Design (interior and exterior); · Architectural/Space Planning; · Structural Design And Analysis; · Value Engineering; · Constructability Reviews; · Project Estimating; · Scheduling and project controls; · Commissioning, building systems assessments, and facility optimization; · Environmental reviews subject to National Environmental Policy Act (NEPA); · Environmental reviews subject to State Environmental Policy Act (SEPA); · Environmental documentation and regulatory agency coordination, permitting coordination; and · Sustainability, resiliency, electrification, energy planning/utility coordination, and zero-emission infrastructure planning. Respondents to this RFQual must be able to provide all of the desired services for each of the items listed in the Scope of Services. Projects may range from small repairs and facility improvements to major capital construction and federally funded projects. Firms specializing in a particular technical service may participate in this RFQual by joining services with a Civil Engineering firm that provides a broader range of transportation-related engineering services. Skagit Transit reserves the right to award to multiple firms. There is no guarantee of work through this solicitation. The initial contract term will be three (3) years with two (2) successive one-year options to be exercised solely at Skagit Transit’s discretion.
