Vendor needs to provide prioritization process pilot program services to the government authority located in Delaware.• Evaluate existing CTP prioritization criteria, methodologies, and tools.• Identify gaps relative to current and emerging policy priorities.• Develop an updated, data–driven prioritization framework that integrates equity and access to opportunity, flood risk/sea level rise, growth data and trends, multimodal accessibility, energy consumption, and freight considerations.• Ensure alignment with the long–range planning documents, P4/PPPP goals, and stakeholder and public priorities.• Streamline data integration, workflow, and planning and prioritization tools for efficiency and effectiveness.• Enhance public and stakeholder engagement and awareness for project prioritization and project implementation.• Provide actionable recommendations for implementation.• Integrate equity and environmental justice social and health related elements.• Evaluate potential project impacts on underserved populations and access to opportunity.• Integrate growth trends, land use patterns, and economic development considerations.• Align transportation investments with statewide and local development strategies.
