(1) Vendor needs to provide alerting improvement feasibility study service to the government authority located in Los Angeles, CA.- Analyze agency current alerting technology, including conducting a survey of LA residents, identifying the system's strengths and gaps based on real time incidents in the last three years.- Research and evaluate alternative, alerting technologies such as outdoor warning systems that can function during disasters where cell phone service is limited and language barriers may be present.- Develop actionable recommendations for deploying additional alerting technology, including an analysis of their efficacy, suggested locations for installation (as they relate to major special events such as Olympic venues, cell service availability, and ingress/egress points in difficult evacuation areas), estimated installation costs, required numbers of units, and a discussion of implementation challenges.(2) The contract period will be for one year.
