Owner-Occupied Housing Rehabilitation, Residential Roofing, and Impact Windows and Doors

The City of Hollywood, Community Development Division intends to create a qualified pool of State of Florida General Contractors to provide construction services in conjunction with the City’s Owner-Occupied Housing Rehabilitation Program (the “Program”) and in accordance with the terms, conditions, and specifications contained in this solicitation. The services include: Category 1: General repair and rehabilitation, including sewer-connection services, of owner-occupied dwellings within the City, on behalf of households. Additional services under this category include, but are not limited to: Extensive and minor interior and exterior home repairs Demolition of substandard housing and construction of new housing on property owned by eligible households who will occupy the new housing upon completion. Category 2: Residential Roofing Services (See note below)* Category 3: Installation of Residential Impact Windows and Doors (See note below)* Services are intended for owner-occupied houses, townhouses, and condos that meet specific program and eligibility guidelines. Funding provided under this proposal may be allocated from one or more grant sources including, Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME) from the U.S. Department of Housing and Urban Development, the State Housing Initiatives Program (SHIP) from the State of Florida, and/or funding from the Interlocal Agreement between Broward County, the City of Hollywood, and the Hollywood Community Redevelopment Agency, hereinafter referred to collectively as "Grant Funds." Proposals must meet the guidelines provided in the Request for Qualifications (RFQ). Proposers are responsible for following the regulations of the available Federal, State, and Local funding sources including but not limited to documentation, legal processes, permitting, reporting, construction management, bid documents, and lien releases. This RFQ will result in the City selecting and engaging with Contractors under a retainer agreement to provide Owner-Occupied , General Housing Rehabilitation (including Sewer Connection Services ), Roofing, and Impact Windows and Doors , to eligible residential properties. The City will engage multiple contractors that responded to this RFQ and have been determined by the City to be qualified. The City reserves the right not to engage any individual or agency at its sole discretion. *Note: These services are a re-solicitation of RFQ -084-23-SK for Residential Roofing, Impact Windows, and Doors. Applicants previously ranked and awarded under RFQ-084-23-SK cannot apply for these categories, but may apply for Category 1 – General Housi ng Rehabilitation and Sewer Connection Services (See Attachment D for the prior rankings and awarded vendors under RFQ-084-23-SK).
