(1) Vendor needs to provide market–rate housing development service to the government authority located in Johnson, VT. – Provide design, build, finance, own, and operate a new 30–unit market–rate housing development.– Design and Pre–Development:• Engage the architect, engineers, and consultants and lead all design from concept through construction documents.– Financing:• Assemble and close the entire capital stack, all debt and all equity, required to fund the Project beyond land and design–fee contribution.• Bear all financing risk, cost overruns, and carrying costs.– Operations and Management:• Lease up and manage the building over the long–term marketing, leasing, rent collection, maintenance, and tenant relations.• Fund and maintain operating and replacement reserves; comply with all program and regulatory requirements throughout the operating period.(2) All the questions must be submitted no later than August 28, 2026.
