(1) Vendor needs to provide comprehensive transportation safety action plan consulting services to the government authority located in Avondale, AZ. – Provide consulting services to research and draft a comprehensive safety action plan for the agency. – Support the agency in the development of a comprehensive safety action plan.• Services shall include the following components:– Leadership commitment and goal setting.– Planning structure.– Safety analysis.– Engagement and collaboration.– Equity considerations.– Policy and process changes.• Scope includes:– Data collection and analysis: – Assess existing street network conditions, traffic volumes, multimodal connectivity, crash data, and ADA accessibility.– Identify gaps in pedestrian, bicycle, and vehicular infrastructure.• Public engagement – Develop an inclusive engagement plan to gather input from residents, schools, businesses, and agency services of police, fire, planning, transit and public works.– Conduct meetings, open houses, and surveys to identify community priorities.• Design recommendations – Develop feasible, high–impact, cost–effective street and intersection improvements. – Provide prioritization based on safety, equity, and potential impact.• Demonstration projects – Assist in recommendations, planning and implementation, conduct before and after studies.(2) All the questions must be submitted no later than August 6, 2026. (3) Non–mandatory pre–bid meeting will be held on July 27, 2026.
