(1) Vendor needs to provide asset management plan services for drinking water, sanitarySewer, and stormwater that meets the requirements of the state department of environment and conservation’s asset management plan guide and requirements to the government authority located in Kingsport, TN.• Asset Management Plan that meets all requirements under the grant.• Meet template specifications, or similar.• Identify critical drinking water, sanitary sewer, and stormwater assets per asset type.• Estimate remaining useful life for all assets, as defined by agency.• Risk assessment framework.• Utilize digital records, staff interviews, neighborhood/parcel data, and other data as available to record or estimate install dates for major water distribution and sanitary sewer collection system assets. Any assumptions should be evaluated by the City.• Develop a risk assessment framework to assess criticality for ongoing monitoring and review
