DRA-11408 - USA (Cupertino, California) - Fee and Nexus Study Consulting Services - Deadline September 30,2026

(1) Vendor needs to provide fee and nexus study consulting services to the government authority located in Cupertino, CA. – Provide consultant may be asked to evaluate both existing fee programs established under the municipal code and potentially new fee programs that have not yet been adopted by the city.– Such analyses may include preparation of nexus studies, fee calculations, supporting findings, and related implementation recommendations.– Data Collection and Baseline Conditions:• Review and analyze the city’s existing and planned development patterns, land use designations, demographic, housing, employment, and transportation projections, and other relevant growth forecasts and planning assumptions.• Compile, verify, and organize existing city data, technical information, facility inventories, infrastructure characteristics, service metrics, financial information, and other background materials necessary to support the nexus studies and fee calculations.– Methodology and Fee Calculation:• Develop and apply appropriate nexus study and fee calculation methodologies for each applicable impact fee program.• Review and evaluate the city’s existing fee programs, methodologies, assumptions, calculations, technical data, and supporting documentation, as applicable, including any existing fee formulas, nexus studies, capital improvement plans, or related program materials.– Legal and Policy Review:• Evaluate the city’s existing municipal code provisions, resolutions, policies, fee schedules, and implementation procedures governing the applicable fee program or fee study.• Recommend ordinance, resolution, policy, or fee schedule amendments as necessary to align with any updated fee methodology and legal standards, or to establish a new impact fee program.(2) All the questions must be submitted no later than September 22, 2026.
