(1) Vendor needs to provide investment management and custodial services for pension and other post–employment benefit assets to the government authority located in Newark, DE.– Investment management services:– Provide investment management services for the employee pension fund and trust as applicable.– Services shall include attending semi–annual Pension Committee meetings; attending special meetings upon request; monitoring investment performance and compliance with applicable investment policy statements; providing investment performance reports.– Investment management proposal questionnaire:– Offerors shall address the firm’s history, ownership structure, governmental and municipal plan experience, assets under management, form registration, litigation history, key staff, fiduciary protections, interaction with the pension committee and staff, investment.– Master custody services:– Provide master custody, safekeeping, clearing, securities processing, cash management, accounting, reporting, and related services for the pension fund and trust as applicable.– Custody transaction notices and reporting:– Offerors must address whether same–day transaction notices can be provided for securities matured, sold, or purchased and for interest payments received.– Transition and implementation:– Offerors must provide a detailed transition or conversion plan, including measurable benchmarks, responsible parties, required city participation, lead time, impact on trading or account activity, controls to reduce risk of loss of assets, and draft contract documents for the applicable engagement.(2) All the questions must be submitted no later than October 23, 2026.(3) The contract period will be for three years.
