(1) Vendor needs to provide parks and recreation master plan to the government authority located in Colorado. – The purpose of this Master Plan is to establish a comprehensive, community–informed strategic framework to guide decision–making related to:o Parks and open space planningo Recreation programmingo Operations and maintenanceo Staffing and organizational structureo Capital improvementso Long–range financial planning– System Assessment and Analysiso Evaluate existing public and private recreational facilities and programs serving the agency community and surrounding areas.o Conduct condition assessments of District–owned parks, open space, trails, and recreation facilities, including lifecycle and deferred maintenance analysis.o Evaluate program participation levels, cost recovery, and performance metrics.o Review Parks and Recreation budget, operational structure, staffing levels, and maintenance practices.o Identify service gaps, deficiencies, and opportunities for improvement.o Analyse demographic trends and projected growth impacts.o Develop prioritized recommendations for rehabilitation, expansion, or development of facilities.– Conceptual Planningo Prepare alternative conceptual site plans and renderings for identified improvement areas.o Develop system–wide connectivity concepts for parks, greenways, and trail systems.o Identify land acquisition or facility expansion priorities, where appropriate.– Financial and Operational Analysiso Provide maintenance and operations projectiono Identify capital improvement costs and phased implementation schedules.o Provide funding alternatives consistent with state law– Public Engagemento Facilitation of a Citizen Advisory Committee (minimum of three meetings).o Two public community meetings.o A statistically valid household survey within the agency service area.o Youth–focused outreach to students and program participants.o Regular project updates suitable for posting on the agency website.(2) All the questions must be submitted no later than September 15, 2026.
