Vendor needs to provide substance abuse treatment services to the government authority located in Honolulu, HI.• The goal of the service is to provide juvenile offenders with the skills and knowledge to effectively deal with their use of alcohol and drugs in order to eliminate re–offending behaviors.• Services should also be reflective of the court's balanced and restorative justice philosophy, and the juvenile justice reform effort with emphasis on best practices and evidence–based practices, collaboration, and cultural competency.
