GOVERNMENT OF BALOCHISTAN IRRIGATION DEPARTMENT INTEGRATED FLOOD RESILIENCE AND ADAPTATION PROJECT (IFRAP) I NVITATION FOR BIDS (IFB) Single Stage One Envelope Date: July 2026 IDA Credit No.: 7333-PK 1. The Government of Pakistan has received credit from the International Development Association towards the cost of Integrated Flood Resilience and Adaptation Project (IFRAP) and intends to apply part of the funds to cover eligible payments under the Contract for Works of following schemes: Sr. No Name of Sub Project Package/Lot for Bidding Restoration / Strengthening of flood embankment of Main Rabi Canal and Rabi Canal-II Package- IV District Naseerabad & Jaffarabad (Lot-1) Package-4 (Lot-1) 2. The Project Director, IFRAP (Component-I) now invites sealed bids from eligible bidders for Construction Works of above-mentioned schemes. 3. The Procurement will be conducted through National Competitive Bidding (NCB) method as specified in the World Bank Procurement Regulations for IPF Borrowers”, dated November 2020, the bidding is open to all bidders from eligible source countries as defined in the Procurement Regulations. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest. 4. The completion time for works is 540 days. Interested eligible bidders may obtain further information from Office of the Project Director, Integrated Flood Resilience and Adaptation Project (IFRAP)-Component-I at the address given below. 5. A complete set of bidding documents in English may be downloaded from www.ifrappius.org.pk by completing a basic information sheet for future correspondence. Interested bidders may also obtain hard copies of bidding documents upon submission of a written application to the address below and upon payment of a nonrefundable fee of Rs. 5,000/- for each set of each contract. The method of payment will be submission of Green Challan at National Bank of Pakistan in head of Account C03434. The document may be collected in person. Additional Charges of Rs. 1000 for each contract will be payable if the documents are required through courier. 6. A pre-bid conference will be held in the office of Project Director, PIU-IFRAP (Component-I) at the IFRAP Project Implementation Unit (Component-I), House No. 10-A, Service Road, Opposite to FIA Office, Jinnah Town, Road Quetta on 24, July, 2026 . Meeting can also be attended virtually; the interested bidders may send an email at procurement.specialist.c1@gmail.com requesting the link for the virtual pre-bid meeting no later than 20th July 2026 till 10:30 AM. 7. Bids must be delivered to the address below on or before 12:00 hours of 13th August, 2026 at which time they will be opened publicly in the presence of the bidders’ designated representatives and anyone who chooses to attend at the address below. Electronic bidding will not be permitted. Late bids will be rejected. 8. Bids shall be valid for a period of 91 days after Bid opening and must be accompanied by bid security amounting 11.50 million PKR . 9. Any questions/queries may be delivered to the address given below in writing at least 7 working days before the deadline for submission of bids. 10. All bidders shall be required to submit with their bids, qualification information specified in the bidding documents. This information shall be used to establish through post-qualification whether the bidder is qualified to carry out the works. 11. Bids are required to be submitted on item rate basis (not on the basis of Composite Schedule of Rates with percentage premium) and the rates and amounts (in Rupees) must be filled by the bidder for each item in the Bill of Quantities and provide a total price. Non-compliance may result in rejection of bid. Bidders should give their best and final price in their bids as no negotiations are expected. 12. As provided in the bidding documents, bidders engaged in corrupt or fraudulent practices (including collusion/pooling) will be declared ineligible, either in indefinitely or for a stated period of time, to be awarded a contract financed by the World Bank. 13.
