(1) Vendor needs to provide sheep production and marketing service. • Strengthen and enhance the production and marketing of sheep and sheep products in the states includes improving infrastructure, business, and resource development, and the development of innovative approaches to solve long–term needs.• Responsible for managing and overseeing a competitive subaward program, including providing consultation and subject matter expertise to subrecipients in support of sheep production, marketing, and related industry development activities• Encourages collaboration among sheep industry organizations and aims to reduce duplication of efforts among participating organizations.• Recruiting and training reviewers for application review;• Managing the subaward review and selection process;• Ensuring fair, open, and conflict–free competition;• Making subaward grants to selected subapplicants;• Designing and administering a competitive Sheep subaward program;• Developing and issuing subaward solicitations;• Conducting outreach to and engaging with a wide array of stakeholders to ensure broad participation in applying for funding;• Collecting project data, including outcomes, and submitting reports.
