Description
In 1988, the Historically Black Colleges and Universities (HBCU) Preservation grant program was established to document, preserve, and stabilize historic structures on HBCU campuses. Historic resources on campuses of accredited Historically Black Colleges and Universities that are listed or eligible for listing in the National Register of Historic Places either individually or as contributing to a National Register or National Historic Landmark historic district are eligible for this program. Projects must meet major program selection criteria and all work must follow the Secretary of the Interior"s Standards and Guidelines for Archeology and Historic Preservation. Projects may also fund survey, nomination, and preservation planning for historic HBCU campuses.
Funding activity: Consistent with 31 U.S.C. § 6304, an executive agency shall use a grant agreement as the legal instrument reflecting a relationship between the United States Government and a state, local government, or other recipient when:1. The principal purpose of the relationship is to transfer a thing of value to the state, local government, or other recipient to carry out a public purpose of support or stimulation authorized by a law of the United States instead of acquiring (by purchase, lease, or barter) property or services for the direct benefit or use of the United States Government; and2. Substantial involvement is not expected between the executive agency and the state, local government, or other recipient when carrying out the activity contemplated in the agreement.
Eligibility: ONLY accredited HBCU institutions may apply. https://nces.ed.gov/COLLEGENAVIGATOR/?s=all&sp=4&pg=1Properties must be listed in or eligible for listing in the National Register of Historic Places or designated a National Historic Landmark, either individually or as contributing to a historic district. Properties that are eligible for listing in the National Register of Historic Places must submit a Determination of Eligibility from their State Historic Preservation Office with their application. Projects not listed in the National Register must prepare or amend a nomination as part of the grant project and should budget for that work in their application.
