(1) Vendor needs to provide economic advisor services to the government authority located in New Jersey.– Develop a financial model to evaluate the feasibility of combinations of affordability requirements and incentives.– Prepare an anti–displacement final report containing recommendations for an updated inclusionary zoning policy.– Conduct a real estate market analysis focusing on housing needs and market strength across the city recognizing the differences in the various submarkets.– This analysis may include meetings with the Board of Commissioners and leadership, City Council members, City leadership, developers, financial institutions/lenders, State agencies, local real estate experts, citizens groups, and residents, among others.– Development incentives and analyse how to use such incentives to achieve specified levels of affordable housing and the impact of such incentive on development feasibility.(2) The contract period will be for one year.(3) All the questions must be submitted no later than September 10, 2026.
