Specific Procurement Notice Request for Bids Goods (Two-Envelope Bidding Process) Country: Pakistan Name of Project: Sindh Human Capital Investment:1000 Days Sindh Integrated Health and Population Program (SIHPP) Contract Title: Procurement of Medical, Biomedical, Surgical, and Other Related Equipment (Phase 1) for Various Health Facilities across Sindh, Pakistan Credit No: IDA-7237-PK RFB Reference No: PK-SIHPP-544131-GO-RFB Issue On: 24 September 2026 The Government of Sindh has received financing from the World Bank toward the cost of the Sindh Integrated Health and Population Program (SIHPP) and intends to apply part of the proceeds toward payments under the contract “ Procurement of Medical, Biomedical, Surgical, and Other Related Equipment (Phase 1) for Various Health Facilities across Sindh, Pakistan .” 2. The Project Management Unit (PMU), Sindh Integrated Health and Population Program (SIHPP), Health Department, Government of Sindh now invites sealed Bids from eligible Bidders for the “ Procurement of Medical, Biomedical, Surgical, and Other Related Equipment (Phase 1) for Various Health Facilities across Sindh, Pakistan .” The procurement is divided into the following 03 (three) lots: Lot 1: Medical Equipment Lot 2: Biomedical Equipment Lot 3: Specialized Medical Equipment 3. The procurement includes a wide range of medical equipment and instruments. Delivery is required within 120 days from the date of contract signing, and distribution will be made across designated health facilities in Sindh. 4. Bidding will be conducted through International Competitive Procurement using a Request for Bids (RFB) method, as specified in the World Bank’s “World Bank Procurement Regulations for IPF Borrowers 2020 (“Procurement Regulations”) and is open to all eligible bidders as defined in the Procurement Regulations. 4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): Technical: 30% and for Bid cost: 70% in compliance with the mandatory requirements for rated criteria under the World Bank Procurement Regulations. 5. Bids must be delivered to the address below on or before Time 14:00 PST and Date 05 November 2026 . Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, immediately after the deadline for submission of bids. All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening. 8. All Bids must be accompanied by a Bid Securing Declaration as mentioned in Bid Data Sheet to be submitted separately for each Lot applied. 10.
