Description
The City of Homestead is issuing this Request for Proposals (RFP) to obtain qualified partners to implement a Community Development Block Grant (CDBG) Program to provide Science, Technology, Engineering, and Math (STEM) services to K-8 Students low-income residents of the City of Homestead (within City limits). Funding is provided through the CDBG program and subject to all applicable rules and regulations. The successful vendor will enter into a sub-recipient agreement with the City of Homestead that outlines the scope of services, performance measures, and payment. The vendor will be responsible for ensuring the participants are City of Homestead residents and are low-income per HUD guidelines. The vendor will provide every aspect of the STEM program, provide proof that each participant is a City of Homestead resident and low-income in order to be reimbursed by the City for expenses according to an approved schedule. The funds will be awarded to the most responsive respondent or respondents in the best interest of the City of Homestead. This project is funded in conjunction with CDBG #B-23-MC-12-0055. This project will be federally assisted through the Department of Housing and Urban Development with Community Development Block Grant (CDBG) funds. Successful applicants are required to comply with City and Federal guidelines, including 2 CFR Part 200 and all other applicable laws and regulations. CDBG program is governed by 24 CFR Part 570. Additional regulations that apply to the program include Section 3, Fair Housing, Labor Standards, and uniform administrative requirements. Eligibility as a Sub-recipient for CDBG funds Applicants for Public Service Projects must meet the CDBG definition of a Sub-recipient either as: 1) A private non-profit agency, or 2) A public agency. Private non-profit applicants must be able to demonstrate proof of tax-exempt nonprofit status under Section 501(c)(3) of the Internal Revenue Code. The City of Homestead is an Equal Opportunity Employer. MBE/WBE/DBE businesses are encouraged to participate.
