REQUEST FOR EXPRESSIONS OF INTEREST CONSULTANT’S QUALIFICATIONS BASED SELECTION (CQS) Name of Project “Innovative Social Protection System for Inclusion of Vulnerable People” (INSON) Loan No./Credit No./Grant No. IDA Credit No. 7555-UZ / Grant No. TF C4589-UZ Assignment Title Production of Targeted Social Awareness and Informational Videos on Protection Mechanisms Against Harassment and Violence Procurement Plan Ref Number UZ-INSON-CQS-3.1.4.1. Country of Delivery Republic of Uzbekistan The Republic of Uzbekistan has received financing from the World Bank for the implementation of the INSON Project and intends to apply part of the proceeds toward consulting services. The consulting services (“Services”) include the development and production of five targeted social awareness and informational video materials aimed at increasing public awareness of protection mechanisms against harassment and violence, promoting a zero-tolerance approach to violence, and informing the population and professionals about available protection mechanisms, response procedures, and social support services. The scope of services includes the development of concepts and scenarios, preparation of scripts and storyboards, organization and implementation of video production and filming, provision of a full range of post-production services, including editing, sound design, graphics, and subtitling, as well as preparation and delivery of final video materials and related dissemination products. The assignment is expected to be implemented over a maximum period of five (5) months. The detailed Terms of Reference (TOR) for the assignment can be found at the following link: https://docs.google.com/document/d/1NaO-PlvLz5eWVTWXS8EIvkNjBlSm_R-5PeRWgrwEYWA/edit?usp=sharing The National Agency for Social Protection (NASP) under the President of the Republic of Uzbekistan now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The EOI should include the firm’s profile, description of relevant assignments, clients, implementation periods, the firm’s role, and links to the relevant video portfolio. The attention of interested Consultants is drawn to paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers (September 2023) (“the Regulations”), setting forth the World Bank’s policy on conflict of interest. The best qualified firm will be selected in accordance with the Consultant’s Qualifications Based Selection (CQS) method set out in the Regulations and based on the following criteria: Interested firms should meet the following qualification requirements: At least five (5) years of professional experience in video production, social media content creation, or audiovisual communications; Proven experience in producing short films, social campaigns, or awareness-raising video materials for government institutions, international organizations, or development projects; Demonstrated capacity to provide the full cycle of audiovisual production, including concept development, scriptwriting, filming, editing, sound design, and post-production; Experience in developing socially significant content on sensitive topics such as violence prevention, social protection, healthcare, human rights, or gender equality will be considered an advantage; Availability of professional technical equipment and production resources necessary to ensure high-quality filming and post-production; Experience working with government institutions, non-governmental organizations, and international organizations will be considered an asset; Demonstrated experience in social and behavior change communication (SBCC) or public awareness campaigns on sensitive social issues, particularly those involving vulnerable populations, is an asset.
