Vendor needs to provide HIV surveillance coordinator manual and technical guidance files update consultant services to the government authority located in Atlanta, GA. – Update the agency HIV surveillance coordinator orientation manual to be a practical, standardized onboarding resource for new HIV surveillance staff in agency.– Identify and document best practices from HIV surveillance programs in agency to include as implementation resources in the HIV Technical Guidance (TG) files.• Update the HIV surveillance coordinator orientation manual:– Conduct a landscape analysis of onboarding practices used by agency HIV surveillance programs and summarize key findings and recommendations.– Conduct key informant interviews and utilize workgroup calls to inform manual development.– Review the agency HIV surveillance coordinator orientation manual to identify outdated, missing, or incomplete content.– Develop onboarding resources, including checklists, workflows, decision trees, quick–reference guides, and other tools to support new HIV surveillance staff.• Develop HIV surveillance implementation resources:– Conduct key informant interviews and utilize workgroup calls to gather input from agency HIV surveillance staff to identify current best practices and implementation strategies for priority HIV surveillance activities.– Develop one implementation resource for each of three to five priority TG files identified through the workgroup process.– Incorporate feedback and finalize implementation resources and supporting materials.• Facilitate the HIV surveillance workgroup: – Convene and facilitate a workgroup of agency HIV surveillance coordinators and staff, includingagenda development and meeting facilitation.– Conduct key informant interviews with agency HIV surveillance staff.– Prepare meeting summaries documenting key recommendations, best practices, and priority topics.
