(1) Vendor needs to provide literacy design and development service to the government authority located in Maryland. • Improve early grade literacy outcomes through the provision of curriculum aligned decodable readers, and the development of structured, evidence based, culturally relevant instructional materials and the strengthening of national capacity to produce and sustain such materials.• Design and produce a graded series of decodable readers aligned with the curriculum scope and sequence• Develop aligned teacher resource materials, including lesson plans and assessment tools• Build sustainable national capacity for ongoing literacy materials development(2) All the questions must be submitted no later than Sep 2, 2026.
