(1) Vendor needs to provide targeted marketing work services.– Continue the work of targeted marketing work that informs residents about the benefits of EVs and increases awareness of EVs and state programs and policies that support EVs.– Develop campaigns and resources that focus on continuing to push the ‘In the Driver’s Seat’ and ‘Ready to Roll’ market segments to have an EV be their next vehicle purchase, while also speaking to the concerns of the “Kicking the Tires” segment.– Review recent EV marketing campaigns from the last two to three years from across the country to determine what types of campaigns have been effective in shifting consumer sentiment and understanding around EVs and increasing EV sales and help inform what types of campaigns might be effective.– Creative and message development process and testing plan.– Campaign shall lead target audiences to a centralized website where they can learn more about EVs and proceed to next steps of the consumer adoption journey.– New website will be developed using using a third party (non–state) platform.– Develop overall campaign strategy.– Creation of the campaign strategy, content and materials, the awarded offeror shall oversee the management and implementation of the campaign.– Manage, maintain and provide monthly and as needed updates to the website content such as new information or new articles to ensure it has the latest information and remains an effective tool for the campaign.(2) All questions must be submitted no later than November 9, 2026.(3) The contract period will be for one year.
