O CIM-AMFRI (Consórcio Intermunicipal Multifinalitário da Região da AMFRI) receberá um empréstimo do Banco Internacional para Reconstrução e Desenvolvimento (BIRD/Banco Mundial), por meio do Empréstimo IBRD-96710 (Nº 9671-BR), e pretende aplicar parte dos recursos para a contratação de serviços de consultoria, cujo objeto é “ SELEÇÃO E CONTRATAÇÃO DE CONSULTORIA PARA ESTUDOS DE DEMANDA E PESQUISA ORIGEM-DESTINO (TÚNEL E STCR), E ESTRUTURAÇÃO DE PPP DO TÚNEL IMERSO ITAJAÍ-NAVEGANTES-SC” . A contratação será conduzida pela Unidade de Coordenação do Projeto (UCP do PROMOBIS), responsável pela gestão fiduciária e pelo cumprimento das normas do Banco Mundial. 2. Os serviços de consultoria (“os Serviços”) compreendem a estruturação integrada da Parceria Público-Privada (PPP) do Túnel Imerso Itajaí-Navegantes e o desenvolvimento da Modelagem do Sistema de Transporte Coletivo Regional (STCR), incluindo, entre outras atividades: Estudos de demanda e modelagem de transportes, com pesquisas de campo, pesquisa Origem-Destino, macro e microssimulação, e modelagem operacional e financeira de sistemas de pedágio em regime Free-Flow (Open Road Tolling); Estudos técnicos de engenharia do túnel imerso (levantamentos topográficos, batimétricos e geotécnicos, anteprojeto, Geotechnical Baseline Report — GBR, estimativas de CAPEX/OPEX e matriz de riscos); Estudos socioambientais para o licenciamento ambiental prévio e avaliação de impactos sociais e ambientais; Modelagens técnica, operacional, econômico-financeira e jurídico-institucional, de forma integrada e consistente; Apoio à realização de consultas, audiências públicas e roadshow , e suporte técnico ao procedimento licitatório da PPP, até a formalização da parceria.3O Termo de Referência (TR) detalhado encontra-se disponível para consulta em: https://cim-amfri.sc.gov.br 4. O CIM-AMFRI, convida empresas de consultoria elegíveis (“Consultores”) a manifestarem seu interesse na prestação dos Serviços. Os Consultores interessados deverão fornecer informações que demonstrem possuir as qualificações exigidas e a experiência relevante para a execução dos Serviços, anexando portfólio e a relação de contratos anteriores de natureza e complexidade semelhantes, realizados nos últimos 15 anos, com destaque para projetos que contemplem diretrizes de sustentabilidade e indicadores ESG, com indicação de escopo, valor, duração, função no contrato e contato do respectivo gestor técnico pelo lado do contratante (nome, e-mail e telefone), além de outros documentos que julgarem pertinentes e dos dados cadastrais (razão social, CNPJ, endereço com CEP, e-mail, telefone e pessoa para contato). A Lista Curta será formada com base na experiência e na qualificação da empresa, considerando, conforme detalhado no Termo de Referência, os seguintes aspectos: Portfólio da empresa, com destaque para experiência em contratos de natureza e complexidade semelhantes (estruturação de PPPs e/ou concessões de infraestrutura, obras de transporte e projeto e estruturação de Túneis Imersos ( Immersed Tube Tunnels ) experiência em contratos de natureza e complexidade semelhantes (estruturação de PPPs e/ou concessões de infraestrutura, obras de transporte e/ou obras subaquáticas, subterrâneas ou travessias sobre corpos hídricos); Principal área de atuação, número de anos de atividade, experiência relevante, capacidade técnica e operacional e estrutura gerencial da empresa; Clientes relevantes e contratos anteriores (escopo, valor, duração e função no contrato); Amplitude e porte dos contratos anteriores da empresa. 5.Os especialistas principais (equipe-chave) não serão avaliados na fase de formação da Lista Curta, sendo sua avaliação realizada na etapa de avaliação das propostas técnicas. 6. A Consultoria será selecionada de acordo com Regulamento de Aquisições para Mutuários de Operações de Financiamento de Projetos de Investimento (IPF) do Banco Mundial, 5ª edição, de setembro de 2023 (https://documents.worldbank.org/pt/publication/documents-reports/documentdetail/099120102072534901); 7. Chama-se a atenção dos Consultores interessados para os parágrafos 3.14 a 3.18 da Seção III do Regulamento de Aquisições para Mutuários de Operações de Financiamento de Projetos de Investimento (IPF) do Banco Mundial, 5ª edição, de setembro de 2023, que estabelecem a política do Banco Mundial sobre conflito de interesses, bem como para as regras de elegibilidade constantes dos parágrafos 3.21 a 3.24 da mesma Seção e para as disposições sobre Fraude e Corrupção previstas no Anexo IV do referido Regulamento. 8. Os Consultores poderão associar-se a outras empresas para aprimorar suas qualificações, devendo indicar claramente se a associação assume a forma de joint venture (consórcio), não sendo necessário a formalização do Consórcio neste momento e/ou de subconsultoria, e identificar a empresa líder. No caso de joint venture , todos os integrantes serão solidariamente responsáveis pela totalidade do contrato, se selecionados. 9. The consulting services (“the Services”) comprise the integrated structuring of the Public-Private Partnership (PPP) for the Itajaí-Navegantes Immersed Tunnel and the development of the modeling of the Regional Public Transport System (STCR), including, among other activities: Demand studies and transport modeling, including field surveys, an Origin-Destination survey, macro- and micro-simulation, and operational and financial modeling of toll systems under a Free-Flow (Open Road Tolling) regime; Engineering technical studies for the immersed tunnel (topographic, bathymetric and geotechnical surveys, preliminary design, Geotechnical Baseline Report – GBR, CAPEX/OPEX estimates and risk matrix); Social and environmental studies for the prior environmental licensing and for the assessment of social and environmental impacts; Technical, operational, economic-financial and legal-institutional modeling, on an integrated and consistent basis; Support to public consultations, public hearings and the roadshow, and technical support to the PPP bidding procedure, up to the formalization of the partnership. 3. CIM-AMFRI now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services, attaching a portfolio and a list of previous contracts of similar nature and complexity carried out over the last 15 years – highlighting projects that incorporate sustainability guidelines and ESG indicators – indicating the scope, value, duration, role in the contract and the contact details of the respective technical manager on the client side (name, e-mail and telephone), together with any other documents they deem relevant and their registration data (corporate name, CNPJ, address with postal code, e-mail, telephone and contact person). The shortlist will be established on the basis of the firm’s experience and qualifications, taking into account, as detailed in the Terms of Reference, the following aspects: The firm’s portfolio, with emphasis on experience in contracts of similar nature and complexity (structuring of PPPs and/or infrastructure concessions, transport works, and the design and structuring of Immersed Tube Tunnels), as well as experience in contracts of similar nature and complexity (structuring of PPPs and/or infrastructure concessions, transport works and/or underwater, underground works or crossings over water bodies); Main area of activity, number of years in operation, relevant experience, technical and operational capacity, and the firm’s management structure; Relevant clients and previous contracts (scope, value, duration and role in the contract); Breadth and size of the firm’s previous contracts. 5. The key experts (key team) will not be evaluated at the shortlisting stage; their evaluation will be carried out at the technical proposal evaluation stage. 6. The Consultant will be selected in accordance with the Quality- and Cost-Based Selection (QCBS) method set out in the World Bank’s “Procurement Regulations for IPF Borrowers,” Fifth Edition, September 2023 ( https://documents.worldbank.org/en/publication/documents-reports/documentdetail/099120102072534901 ). 7.
