Description
The U.S. Army Corps of Engineers, New England District is issuing this Sources Sought Announcement for Services for the HEAVY MARINE EQUIPMENT LEASING AND SITE ACTIVITY SUPPORT SERVICES, STAMFORD HURRICANE BARRIER, STAMFORD, CT and HOP BROOK DAM, MIDDLEBURY[ED1] , CT. This announcement is to determine interest, availability and capability of Small and Large Business concerns for this project. The NAICS code for this procurement is 532412. *NOTE: If interested firms find a different NAICS code is more suitable for the type of work mentioned, they are urged to include suggested NAICS in the capabilities package. * The project is planned to be issued in the FALL of 2026 with work to take place in the WINTER/SPRING of 2027. The estimated project cost is between $1,000,000 – $5,000,000.PROJECT SCOPE:The Contractor shall provide ancillary support, site preparation, and heavy equipment leasing services at the Stamford Hurricane Barrier and Hop Brook Dam.Key work components of the Performance Work Statement may include:Furnishing and operating critical maritime and heavy equipment assets. The detailed list may include, but will not be limited to the following:250–ton floating crane with an operatorMaterial and handling work bargesNote: Work barges must be capable of operating within a navigational channel width of 90 feet (bathymetry data is available)All–terrain 90–ton crane with an operator (to assist in swinging materials into the barrier houseVacuum trucks (for debris clean out of the gate`s interior)Man lifts/telehandlersUnderwater lifting bagsDewatering pumpsSupplementary rental generators or compressorsNecessary rigging for lifting operationsProviding, operating, and maintaining all necessary confined–space safety equipment, including forced–air pumps and atmospheric monitoring systems, to ensure safe working conditions during all interior barrier operations. Note: Sediment is assumed to be contaminated with specific metal concentrations that exceed Connecticut DEEP direct exposure criteria, including but not limited to Zinc (up to 35,900 mg/kg), Arsenic (up to 15.3 mg/kg), and Cadmium (up to 43.8 mg/kg), along with elevated Benzo(b)fluoranthene (PAHs). Additionally, the assumed presence of Hydrogen Sulfide (H2S) requires positive–pressure supplied air respirators for all entrants.Executing a complete debris cleanout of the hurricane barrier`s interior gate (approximately 20 tons). Additional site activities include the replacement of structural anodes (approximately 225), and the installation of designated helical anchor points for the deployment of silk turbidity curtains for sediment containment in the work area.Preparing an equipment laydown and staging area at a Government–approved locations, requiring the installation of a temporary gravel pad and perimeter security fencing for the duration of the project, with minor site restoration required upon completion.Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, small business, etc.), as well as qualifications and experience in performing the work components stated above.The Government will be issuing a solicitation and will evaluate submissions against the following strict prequalification criteria:
