REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) Country: Indonesia Name of Project: Indonesia Health System Strengthening (IHSS) Project Loan No .: IBRD Loan No. 9626 Assignment Title: Consultancy Services for Legal Compliance and Documentation Reference No . (as per Procurement Plan): ID-COMP 4 IHSS-550314-CS-QCBS Date: August 14, 2026 The Ministry of Health (MoH) of the Republic of Indonesia has received loan financing from the World Bank to support the implementation of the Indonesia Health System Strengthening (IHSS) Project, with total funding amounting to EUR 3.7 billion. The IHSS Project (“the Project”) is a national initiative aimed at strengthening primary healthcare, referral services, and public health laboratories through the provision of medical equipment and capacity building across health facilities nationwide. To support the timely and accountable implementation of the Project, the MoH intends to engage a qualified law firm to provide legal advisory services, ensure compliance with applicable laws and regulations, and strengthen the Project’s documentation and record-keeping systems. The assignment is intended to promote consistent implementation of sound documentation, indexing, and legal compliance practices throughout the Project lifecycle. The consulting services (“the Services”) comprise comprehensive legal and compliance support to the MoH for the implementation of the IHSS Project. The selected firm will assist the MoH in strengthening legal compliance and establishing robust documentation management, record-keeping, and indexing systems to promote sound governance and effective risk mitigation throughout the Project. The firm will conduct ongoing legal and compliance reviews across all Project implementing teams, including SOPHI, SIHREN, InPULS, and project management activities, regardless of the financing sources. In addition, the firm will provide practical recommendations and capacity-building support to MoH personnel to institutionalize a strong compliance culture and systematic documentation practices. The scope of services will include, but not be limited to, the following: i) Legal Compliance and Regulatory Review; ii) Documentation Management, Record-Keeping, and Indexing; iii) Compliance Monitoring and Reporting; iv) Legal and Regulatory Alignment; v) Governance and Risk Management Support; and vi) Training and Awareness. The assignment is expected to require approximately 162 professional staff-months over the implementation period. The detailed Terms of Reference (TOR) for the assignment can be found at the following website: https://s.kemkes.go.id/LCDCIHSS The Services for Legal Compliance and Documentation Consultancy Firm is expected to commence in November 2026 and conclude by April 2028. The Ministry of Health (MoH) now invites eligible firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide sufficient information demonstrating that they have the required qualifications and relevant experience to perform the Services (including the name and location/country of the Client, type and scope of services provided, period of contract, contract amount, role of the firm, starting and completion dates, key output delivered and experts involved in the assignment). The shortlisting criteria are: a. Legal Status and Registration : The consulting firm shall be a legally registered entity with a valid business license and shall provide evidence of such legal registration. The firm shall possess relevant national and/or international accreditations or certifications applicable to the scope of the assignment (e.g., ISO 37001, ISO 9001, or equivalent). b. Core business and years in business: Minimum seven (7) years of proven experience in legal advisory services or related services, which include, but not limited to any of the following areas: regulatory review and/or compliance, contract management, contract dispute resolutions, and governance frameworks. c. Relevant experience: 1. Demonstrated experience in providing legal services to government agencies/SOEs, international organizations, and/or private entities in any of the following areas: a) legal compliance review of procurement, contract or project documentation; b) advisory services on contract drafting, negotiation, and/or dispute resolution; c) development of legal compliance frameworks, manuals, guidance notes or documentation systems. Similar experience in any of the above ares under projects financed by Multilateral Development Banks (MDBs) such as the World Bank, ADB, AIIB, and IsDB, is an advantage. 2. Experience in Establising systems for documentation, indexing, and compliance monitoring is an advantage. d. Technical and managerial capability of the firm: Availability of a qualified multidisciplinary legal team (corporate law, public law, procurement law, dispute resolution, information/documentation management). 5. The qualifications and experience of Key Experts shall not be included in the shortlisting criteria. Key Experts will not be evaluated at the shortlisting stage. The MoH will evaluate the Expressions of Interest (EOI) and develop a shortlist of qualified firms. Shortlisted firms will subsequently be invited to submit full technical and financial proposals in accordance with the World Bank's “Procurement Regulations for IPF Borrowers” Fifth Edition September 2023 (“Procurement Regulations”). 6. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth Edition September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 7. The Consultants may associate with other firms to enhance their qualifications but shall clearly indicate in EOI whether the association is in the form of a Joint Venture (JV) and/or a sub-consultancy arrangement. In the case of JV, the EOI shall clearly identify the lead member authorized to represent the JV, and all JV members shall be jointly and severally liable for the entire assignment if selected. For the purpose of EOI evaluation and shortlisting, only the qualifications and experience of the JV members shall be considered in assessing compliance with the shortlisting criteria. The qualification and experience of sub-consultants shall not be taken into account for the evaluation of the EOI. 8. A consultant awarded the contract for either the Consultancy Services for Project Management Consultant (PMC) or the Commercial Compliance and Documentation Assurance assignment shall not be eligible for award of the Consultancy Services for Legal Compliance and Documentation. Conversely, a consultant awarded the contract for the Consultancy Services for Legal Compliance and Documentation shall not be eligible for award of either the PMC assignment or the Commercial Compliance and Documentation Assurance assignment. 9. The consultants will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the Procurement Regulations. 10. The MoH reserves the right to accept or reject any or all EOIs or to cancel the selection process in accordance with the applicable Procurement Regulations and procedures.
