(1) Vendor needs to provide disability economic advancement advocacy consultant services.1. Foundation building:– Established governance and alignment structure.– Clear, compelling messaging framework.– Defined grassroots and stakeholder engagement strategy.2. Strategy development and pre–session engagement:– Defined legislative and policy strategy aligned with sunset and other vehicles.– Established communications and media approach.– Activated stakeholder and grassroots network.3. Legislative session implementation:– Effective execution of legislative advocacy strategy.– Coordinated stakeholder and grassroots engagement during session.– Advancement of priority policy reforms.(2) A non–mandatory pre–bid meeting will be held on July 16, 2026.(3) All question must be submitted no later than July 24, 2026.(4) A contract period will be for one year.
