(1) Vendor needs to provide credit rating advisory services to the government authority located in San Antonio, TX.1. Credit rating assessment:– The credit rating assessment will evaluate current credit position and identify factors that may affect its ability to obtain or improve a credit rating.– The assessment should review financial condition, debt profile, liquidity, governance, and other factors considered by credit rating agencies.2. Current credit profile assessment:– Evaluate current financial and organizational profile against relevant credit rating criteria and public finance best practices.3. Credit strengths and risks:– Identify factors that may positively or negatively affect creditworthiness, including financial performance, liquidity, reserves, debt, revenue stability, governance, management, and other relevant considerations.4. Rating agency criteria analysis:– Evaluate financial position in relation to applicable rating methodologies and criteria used by nationally recognized credit rating agencies.5. Debt affordability and credit capacity analysis:– Evaluate current and projected debt obligations, financial resources, liquidity, reserves, and debt service requirements to assess the extent to which future debt can be supported while maintaining a favourable credit profile.(2) A pre–bid conference will be held on September 15, 2026.(3) All question must be submitted no later than September 18, 2026.(4) A contract period will be for one year.
