(1) Vendor needs to provide pay practices audit service to the government authority located in Cedar Rapids, IA. – Provide comprehensive pay practices and Fair Labor Standards Act (FLSA) compliance audit for a municipal workforce consisting of approximately 1,400 full–time employees and 400+ seasonal employees across multiple departments and bargaining units.– Provide evaluating future Finance, Payroll, and Human Capital Management (HCM) or Human Resource Information System (HRIS) modernization opportunities and seeks to better understand current operational workflows, compliance practices, and process improvement opportunities that may help inform future system and operational decisions.– Give access to payroll, hr, timekeeping systems, and related data.– Retrieve audit logs, approvals, and supporting documents as needed.– Timekeeping procedures, payroll processes, and payroll system configurations.– Automatic meal deduction practices and related controls.– Conduct a review of payroll administration, timekeeping, and related operational processes to evaluate process effectiveness, compliance alignment, accountability structures, and opportunities for improved consistency and internal controls across the organization.– Provide recommendations report with prioritized action steps, risk rankings, and implementation considerations.(2) All the questions must be submitted no later August 3, 2026.
