(1) Vendor needs to provide police leadership and organization development service to the government authority located in Santa Clara, CA. – Contractor will provide consulting services to support the agency during staffing transition, including the onboarding of two new Assistant Chiefs of Police and changes among senior staff.– The services will focus on fostering collaboration, strengthening leadership capacity, and achieving strategic alignment.– Training designated agency personnel to deliver portions of the curriculum internally.– Incorporating a “train–the–trainer” approach that reflects leadership development best practices and supports long–term institutionalization of the program– Developing leadership development curricula aligned with adult development principles and law–enforcement career progression– Designing evaluation and feedback systems that integrate behavioral, developmental, and operational performance factors.– Services will focus on the following areas:• Team Development: Strengthen cohesion and collaboration among agency staff during the leadership transition period.• Meeting Effectiveness: Evaluate current meeting structure and dynamics, and provide actionable recommendations to improve their efficiency and outcomes.• Strategic Planning Support: Assist the agency Chief of Police in identifying priorities for future offsite study sessions, leadership discussions, and future initiatives to ensure alignment with departmental goals and priorities.• Staff Meetings: Conduct confidential individual conversations with agency team members to gather insights and identify themes related to the focus areas.• Meeting Observations: Attend department meetings to observe and assess communication practices, team dynamics, and behavioral patterns, and identify opportunities for improvement.• Data Analysis: Analyze collected feedback, observations, survey results, and other relevant data to develop targeted recommendations aligned with the program’s goals.• Ongoing Advisory Support: Provide ongoing leadership advisory services to executive and management staff to support implementation, strategic alignment, and conflict resolution as the system is deployed. Advisory support will focus on application of leadership frameworks in real–time operational and organizational contexts.(2) All the questions must be submitted no later than September 14, 2026.(3) The contract period will be for one year.
