(1) Vendor needs to provide pharmacy benefit managers (PBM) regulatory support services – Quarterly collection, processing, analysis, and reporting to the Department of PBM reimbursement data.– Annual collection, processing, analysis, and reporting to the Department of data from PBMs and health plans.– The drafting of an annual PBM report to be delivered to the Department.– Secure data acquisition, transmission, storage, and processing.– Training, consultation services, and technical assistance for Department staff related to PBM regulation, compliance, and enforcement– Monitor quarterly report submissions and notify the Department of missing or late report submissions, and review submitted data for completeness, errors, inconsistencies, or other deficiencies.– Provide Department with a written report that analyzes the findings in the quarterly reports, and provide supporting schedules, calculations, data files, and other documentation necessary for the Department to review the quarterly reports– Collect and analyze PBM data related to pharmaceutical rebates, pharmacy reimbursement, and spread pricing, as well as the aggregate rebates, discounts, credits, or other such payments each health benefit plan or covered entity received from a PBM or drug manufacturer.– Prepare an annual report for the Department that summarizes the information collected and analysed by Contract, and identifies material discrepancies, trends, or other matters that may warrant additional regulatory review.– Provide supporting data, schedules, calculations, methodologies, and other documentation necessary for the Department to review and validate the Contractor's analysis– Provide secure methods for the electronic transfer of data and supporting documentation between the Contractor, the Department, and reporting entities.– Maintain historical PBM and health plan data in a manner that permits retrieval, comparison, trend analysis, and examination of information across reporting periods for the term of the Contract– Provide training on PBM and health plan data review and analysis, including identification of data trends, discrepancies, and suspected compliance concerns.(2) Contact period will be for five years.
