(1) Vendor needs to provide professional learning services for english learner instruction using the sheltered instruction observation protocol framework to the government authority located in Annapolis, MD. – Vendors will continue and expand a district–wide initiative focused on improving instruction for identified English Learners (EL’s) in general education content classrooms.– The initiative is designed to strengthen educators’ capacity to deliver grade–level, standards–based instruction that simultaneously promotes content learning and English language development for multilingual learners across all grade levels and content areas.• In–Person Professional Learning – Vendor shall design and deliver ongoing, in–person professional learning for AACPS educators and administrators.– Professional learning sessions• School–Based Coaching and Observation Support– provide embedded coaching and implementation support for schools participating in the initiative.• Virtual Consultation and Planning– Vendor shall participate in virtual meetings as requested by agency to support implementation and continuous improvement efforts.• Customization and Differentiation of Content– All professional learning and coaching services• Professional Learning Materials– Provide all necessary professional learning materials.• Participant Credentials and Recognition– Provide documentation recognizing participant completion of professional learning activities.• Implementation Planning and Reporting(2) A pre–bid meeting will be held on September 10, 2026.
