Vendor needs to provide third–party administrator for health reimbursement arrangement services to the government authority located in Passaic, NJ.– IRS Code Compliance: The TPA must construct, host, and administer custom HRA plans compliant with Internal Revenue Code.– Custom Employer Rules: The TPA’s core platform must seamlessly accommodate local employer–defined funding schedules– Strategic Account Executive: Responsible for annual performance reviews, contract amendments, and high–level service delivery escalations.– Live Support Channel: The TPA must maintain a toll–free customer support hotline staffed by live, domestic customer service representatives available at minimum Monday through Friday.– Omnichannel Access: Participants must have access to a secure native mobile application (iOS and Android) and an interactive web portal to view live balance tracking, upload receipts via mobile photo capture, and check claim adjudication histories.– Zero Balance Account (ZBA) Architecture: The preferred funding configuration is a ZBA system. The TPA pulls funds from the municipality’s account via an automated daily or weekly ACH draw only to cover the exact value of claims that have settled and cleared.– Business Associate Agreement (BAA): The vendor must execute the local unit's standard concurrently with the master service agreement, assuming full liability as a Business Associate under HIPAA statutes.– Protected Health Information (PHI) Isolation: The TPA must demonstrate complete systemic segregation of PHI. TPA staff handling claims or appeals must operate in a restricted digital workspace where download permissions are locked down.– Administrative Training: The TPA must conduct at least two live, interactive virtual or on–site training sessions for the local government's HR, benefits, and finance staff prior to launch. These sessions must cover electronic enrollment feeds, variance adjustments, billing reconciliations, and ad–hoc reporting extraction.
