(1) Vendor needs to provide greening plan development service to the government authority located in New York. • Conduct a comprehensive GIS inventory of natural capital through a multi–layered ecosystem mapping approach covering• GIS inventory should align with existing national geospatial platforms.• GIS inventory, the consultant should also establish an institutionalized Monitoring, Reporting, and Verification (MRV) data management mechanism, based on open data standards, to manage the GIS inventory and allow the city to update data in a sustainable manner in the future.• Develop a comprehensive Greening Plan, serving as an operational roadmap that integrates climate risk diagnoses, strategic prioritization of nature–based solutions, and institutional governance frameworks• Ensure the transfer of skills to municipal staff, local partners, and community members in an appropriate format regarding the use of GIS tools, techniques, and climate monitoring and evaluation.
