(1) Vendor needs to provide turnkey precision aerial application and survey unmanned aircraft system ecosystem service to the government authority located in Savannah, GA. – Data Security and Offline Ground Control Software:• Flight planning, telemetry, and payload control software must execute 100% locally on the controller without requiring internet access, cellular data links, or cloud synchronization during pre–flight, mission execution, or post–flight processing.• System must include a lifetime perpetual software license with zero recurring annual subscription fees.– Aerial Application (Spray/Spread) Platform: • Hot–Swappable Payloads: Supports factory hot–swappable payloads including: Liquid smart spray tank and Solid granulate broadcast spreader.• Electronic integration providing real–time mass or weight, fluid level, and flow rate telemetry.– Survey and Photogrammetry Platform:• High–resolution optical camera paired with an integrated laser rangefinder or equivalent photogrammetry sensor to capture survey–grade surface elevation and GIS mapping models.(2) All the questions must be submitted no later than September 11, 2026.
